What are/is DIN safety chambers?

I am 15, and want to know how old you have to be to operate a PWC (jet ski) by myself. Also are there any sites that let you get them for free? One site looks like they want you to be 16. But can i lie saying I’m 16 and get the license? Its not a serious license, its a safety license, so im thinking i could lie like a Fake ID. Please help. Thanks.
I just finished my online boating safety course and they are sending me my boating safety card in the mail. It will arrive in 3 weeks and i was wondering if i can use the temporary certificate that i printed off that lasts for 60 days to get my boating license at the bmv. if you need additional details just let me know. thanks
